He graduated from Davenport High School and went on to earn a degree in accounting from St. Ambrose University. He proceeded to work for Fannie Mae and the Department of Urban and Housing Development. During this time, his brother was recovering from surgery and introduced him to a fantastic nurse that was looking after him. After one year of dating, he married his wife of fifty years, Helen “Peggy” Siebke (Tuthill). They proceeded to settle in Kansas City, MO and raise two rambunctious kids, Mark and Lisa. Friends and neighbors all knew that if they ever needed help with anything, Elmer was always willing to lend a hand no matter the task. They also knew that if he was not watching his beloved LA Dodgers baseball team, then you would see him driving around town with one arm out his window and his bride beside him (usually with a coffee stop along the way).
He is preceded in death by his father Elmer Siebke Senior and mother Elverde Siebke (Brus) of Davenport, IA, his brother Dennis Siebke of Davenport, IA and his beloved wife, Peggy.
Elmer is survived by Son Mark Siebke and Daughter in Law Jennfier Lang of Charlotte, NC and Daughter Lisa Willen, Son in Law Michael Willen and grandchildren Luke, Anna and Sara Willen of Colorado Springs, CO.
