

Phil was born on February 19, 1951 in Kansas City, Missouri to Harold and Mildred Willoughby. Phil graduated from Oak Park Highschool in 1968, after graduation he joined the US Navy Reserves. Serving in the Navy was a family tradition he chose to follow. Phil also followed in his father’s footsteps by becoming an apprentice with the Sheet Metal Local No.2 Union, he was a journeyman and retired from the field decades later. Phil was also proud of his time spent as a Mason and Shriner, he was a member of the Orient Lodge #546 and the Mounted Guard. Phil had a huge heart and loved spending time with friends and family, especially his children and grandchildren.
Phil is preceded in death by his parents: Harold and Mildred, his siblings: Harold Jr, William, Charles, Gara, Ann, and David.
Phil is survived by his brothers: John and Andy, his children: Ty, Chris, Ann and Rachel and 7 beloved grandchildren.
Phil’s daughters want him to be remembered by his patience and sense of humor. The last several years they spent managing his care and no matter how exhausting and debilitating his disease was he always managed to find a way to laugh and smile. He carried the burdens of his disease with grace, patience, and an unwavering sense of joy.
His girls describe it as humbling to witness and are grateful for the years they spent with their dad through his most difficult times.
His daughters will host a Celebration of Life per his wishes on Monday, June 7th at Frank James Saloon 10919 MO-45 Parkville, MO 64152 from 4:00 - 8:00 pm. A buffet dinner will be served from 5:00 -7:00 pm. Again, Phil loved spending time with family and friends and that is how the family intends to honor him.
