William was born on August 25th 1956 in Kansas City to Joseph and Alice Shea. William was a special needs person that never attended traditional school, but sparked the need for education for persons like him in the 1950's and 1960's when there were very few opportunities. His parents worked tirelessly to that end, helping to start The Clay-Platte Association for Retarded Children and the first sheltered workshop in Kansas City. William spent most of his life institutionalized, but all of his caregivers over the years enjoyed his sense of humor, his smile, and sparkling eyes. William is evidence that everyone has a purpose and taught everyone the meaning of love in his gentle humble way.
He is preceded in death by his parents in Kansas City.
William is survived by his brother, Lee Watkins (wife Jan) of Independence Mo., and several nieces and nephews.
A private burial will be held at White Chapel Memorial Gardens in Gladstone, Missouri.
