

Born on February 15th of 1956 in Phoenix, Arizona to Carrie Lou Noel and Ralph Edward Noel. Deborah brought warmth, light, and an unforgettable energy into the world from the very beginning. She grew up in the Phoenix and Redondo Beach areas where she developed her signature attitude and fighting spirit.
Deborah lived a life defined by dedication to the things and people she loved. She enjoyed working as a process technician at Motorola following in her mother's footsteps, where she left a lasting impact on everyone she crossed paths with. Above all else, Deborah was the cornerstone of her family. She was a devoted wife to her late husband Russell Coombs and current husband James Russell Foster, a deeply loving mother to her son Joshua Lee Coombs, and the proudest grandmother to her granddaughter Kayrene Alainn Coombs.
She is survived by her husband James Russell Foster, sister Cynthia Noel, brother Charles Noel, son Joshua Coombs, granddaughter Kayrene Coombs, nephews Jacob Noel and Matthew Noel.
In lieu of flowers, the family requests that donations be made in her honor to an organization or charity that helps the ocean.
