

Mr. Goodwin was born in Birmingham, Alabama, August 6, 1935. He graduated from North Charleston High School in North Charleston, South Carolina in 1953. After active duty in the U.S. Air Force, and three years employment at Winters National Bank in Dayton, Ohio, Mr. Goodwin began Federal employment at Dayton Air Force Depot as a buyer of electronic components in 1960.
In 1963 Mr. Goodwin transferred to the Ballistic Systems Division, Norton Air Force Base, California where his assignments included acquisition of guidance and control systems for Atlas, and Minuteman ICBM programs; Stellar inertial guidance systems and Advanced Ballistic Reentry system projects.
In 1969 Mr. Goodwin accepted employment with Litton Ship Systems, Advanced Marine Technology Division. As Subcontract Manager he was responsible for acquisition of aircraft type gas turbine propulsion systems, and related air, fluid and sound suppression systems in the Spruance Class destroyer program. This was the first application of gas turbine engines as propulsion systems for U.S. Navy capital ships.
Mr. Goodwin returned to the Air Force at Space and Missile Systems Organization, Los Angeles Air Force Station in 1971 and was assigned to the Launch Vehicle Program where he was responsible for contracting for Titan Ill Solid Rocket Motors, and also supported the competitive phase of The Satellite Data System.
In 1972 Mr. Goodwin moved to Washington D.C. where he was employed by the Naval Electronic Systems Command responsible for acquisition of Marine Corps Combat Electronic Systems, training programs, Navy fire control equipment and numerous developmental projects.
Mr. Goodwin returned to the Space and Missile Systems Organization in 1973 and was initially assigned to the Advanced Ballistic Reentry Systems Program where he received his warrant as Contracting Officer but was quickly reassigned to the Satellite Data System Program Office as Director of Contracts. While in this position Mr. Goodwin also served as a consultant in formative stages of the Milstar Program. In October 1982 Mr. Goodwin was assigned to the Milstar Program where he served as Chief of MILSTAR/AFSATCOM Contract Division, and subsequently as Director of Milstar Contracts and jointly as Director of Milstar Business Operations/Support.
Mr. Goodwin attended the College of Charleston, University of Dayton, The American Institute of Banking, Miami University of Ohio, San Bernardino Valley College, Chapman College, and California State University. He has an AA in Liberal Arts and BA in Political Science & History, with graduate study in law at Northrop University School of Law. Mr. Goodwin is an alumnus of the Federal Executive Institute.
Mr. Goodwin wrote 3 science fiction novels titled: Site 39 Blue Orb, Mamapacha's Journey (Site 39 Series), The Real World of Mamapacha (Site 39 Book 3).
Mr. Goodwin is widower to the former Elizabeth L. Townsend of Rockford, Illinois and is survived by his five daughters: Mrs. Bonnie Pisarski, Mrs. Anna Lisa Montessi, Mrs. Sharon Brock, Mrs. Rebecca Mihalovich and Mrs. Amy Douglas. He is also survived by seven grandchildren; Rachel Miller, Richard Medina, Steven Brock and Magan Spearing, Amanda Mihalovich, Kate Jordan and Bailey Jordan, and six great grandchildren; Alba Miller, Cullen Miller, Oliver Medina, Nathaniel Spearing, Franklin Spearing, and Samuel Spearing.
