Born on June 26, 1984, in Brooklyn, New York, to Pedro Luna and Rafaela Chino, Victor was raised in Bedford-Stuyvesant alongside his siblings, Beatriz G., Marco A., and Julio C. Brooklyn was where his story began — but the impact of his life reached far beyond it.
Victor was an extraordinary husband, a devoted father, and a proud United States Navy veteran who served 17 years on active duty, including deployments in service to our country. He traveled the world on missions, standing firm in his duty and in his beliefs. He believed in being prepared for life, in protecting what mattered most, and in serving something greater than himself.
Yet above all his accomplishments, his greatest pride and purpose was his family.
He leaves behind his loving wife of 19 years, Lizeth Luna, and their three beautiful children who were, as he would say, “three versions of himself”: Leilany
Victoria (16), Victor Sebastian (12), and Amelia Chloe (10). They were his world — his greatest accomplishment, his deepest joy, and the reason behind everything he did.
Victor was the kind of husband and father who went above and beyond to make sure his family felt safe, supported, and deeply loved. He worked tirelessly to provide, to guide, and to be present in every moment that mattered. His love was constant, selfless, and unwavering.
He was a proud son, brother, uncle, godfather, son-in-law, brother-in-law, cousin, friend, and coworker — the kind of man who showed up in times of need without hesitation. His loyalty defined him. He lived by his favorite saying:
“Blood makes you Related, Loyalty makes you Family” And he stood by it.
Victor loved his “FamBam” family and his brothers and sisters in arms who always showed him love and respect. He was known for his happy spirit, his silliness, and the light he brought into every room. He loved tending to his garden, relaxing with his favorite TV shows, and spending time with the people he cherished most. He left behind countless memories and touched hearts in ways only those who experienced him truly understand.
In his final days, the overwhelming outpouring of love and support filled the halls of VCU Medical Center. Nurses and doctors were moved by the number of family, friends, and fellow service members who came to stand by him — a true testament to how deeply he was loved.
Victor’s legacy is one of loyalty, strength, service, laughter, and unconditional love. Though he is no longer with us in body, his teachings, his example, and his spirit will live on through his children and all who had the honor of knowing him.
He was deeply loved — and he will be deeply missed.
