Cecilia Ann Powell, 64, of Winter Garden, Florida passed away on September 18, 2013 in San Antonio, TX. She was born on July 1, 1949 in Alum Bridge, West Virginia to the late Arlie and Dorothy (McGhee) Pratt. She is preceded in death by her husband, Waylon "Eugene" Powell. Survivors include her sons, Eugene Powell, Kenneth Powell and Charles (Nancy) Powell; brothers, Michael and Alan Pratt; four grandchildren, Dillon, Skylar, Kendell and Mason.
