

He was born on July 31, 1968, in Manila, Philippines. Joel was the last of six children of Valentin Castillones Liquicia and Gloria Apanay Liquicia. Joel and his siblings were also blessed with having Cecilia Castillones, whom they called Nanay Lalit.
Later in his adolescence, Joel was adopted by Agapita Castillones Liquicia and Crispulo Cabello Collo in Illinois.
Joel, always excited for new knowledge, learned the best facets of American life. He combined the rich cultures of the Philippines and the United States, balancing each aspect in his life. Through this, Joel spread an unbounded love through his family and friends in the United States, while exemplifying generosity and humility to his family in the Philippines.
Joel had a strong will and a quick wit. Whole parties would erupt into laughter as his jokes echoed throughout the room. His mission to spread joy is succeeded by everyone in his life, even if his pretension to get the last word is not.
Joel is succeeded by his son, Luc Collo. He is also survived by his four sisters, Chi Liquicia, Tey Hosmillo, Odette Carpio, and Cielo Liquicia, along with many other family and friends who will miss him.
The family has not set a date for his memorial service but will inform relatives, friends and loved ones of the date in the next several days/weeks. In lieu of flowers, we ask all to recall his acts of service - big and small - as his love shining through.
