After graduation from Lee High School in Jacksonville, Florida, Frank served in the U.S. Army in Korea, attaining the rank of Master Sergeant. He married his high school sweetheart, Barbara Joan Jackson, and graduated from the University of Florida (Gator Chomp!) in 1960 with both mechanical and electrical engineering degrees. He founded his own business, Frank Skipper Consulting Engineers, and continued to practice with his business partner, Claire Bollinger, until his passing.
Frank's life passions were hunting, competitive shooting, playing his banjo and being with family and friends. He served on the Planning & Zoning Committee and was elected to the Irving City Council for over a decade. He was a wonderful man and will be greatly missed.
Frank was preceded in death by his parents, Jerome and Juanita Skipper, and his wife Joan Skipper. Frank is survived by and lovingly remembered by his son, Frank Skipper, Jr. and wife Julane; son David Skipper; and daughter Laura Clemmer. He is also survived and loved by his grandchildren Kelsey, Carter and his very first great-granddaughter, Lydia Kay.

A funeral service for Frank will be held Thursday, June 6, 2024 at 1:00 PM at J.E. Foust & Son Funeral Directors, 523 S MAIN ST, GRAPEVINE, TX 76051, followed by a committal at 3:00 PM.
