

Frank was raised and attended schools through high school in Tahlequah. He took college level classes in civil engineering in Boulder, Colorado.
Frank married Maxine H. Redman on December 28, 1943. They were married for 72 years.
Frank worked on several Federal Government Programs including the Big Thompson Project in the late 1940’s. From 1949 – 1960 Frank worked with the Colorado Highway Department and the Soil Conservation Service doing a variety of jobs including land surveying. He joined Pink Wilson Construction Company in 1960, later purchasing the company and retiring in 1982. While at Pink Wilson, Frank designed improvements for various slip forms. The slip forms were used for pouring feed bunk and ditch lining. Frank has been involved in many building experiences including barn raising in Oklahoma, construction of the IOOF Hall in Tucumcari, New Mexico, building a family cabin in Red Feather Lakes Colorado area, and several home remodeling projects including raising a roof to add a second story.
Franks awards and accomplishments include Land Improvement Contractors of America Honoree and numerous awards from the Yuma Arizona Square Dance Festival 1993-2002.
For many years Frank was an active member of Our Savior’s Lutheran Church. Frank was a member of Odd Fellows 1943-1945, Occidental Lodge 20 beginning in 1964, 32 degree Mason of Colorado, Eastern Star member of OES #3, Jobs Daughters Associate Bethel Guardian for Bethel #10, and life time member of Elks. Frank and Maxine were founders of Merry Mixers Square Dance Club of Greeley, Colorado in 1952 and taught many classes to new dancers in their basement.
In his later life he volunteered for the US Forest Service. He and Maxine enjoyed gardening, square dancing, playing bridge, and crafting for the holidays. A favorite pastime with the grand kids was cracking pecans, making ice cream, and fishing in nearby streams and lakes.
Frank is survived by his wife, Maxine H Simpson of Greeley, Colorado; daughters, Francine (Bill) Dixon of Silver City, New Mexico, Harriet Ann Simpson of Greeley, Colorado, Linda (John) Rulla of Greeley, Colorado, 11 grandchildren and 22 great-grandchildren.
He was preceded in death by his parents, 3 sisters, 1 brother and grandchild Josh Rulla.
Services will be held at 1:00 p.m. Tuesday December 29, 2015 at Our Savior’s Lutheran Church followed by fellowship and interment at Sunset Memorial Gardens at 3:00 p.m.
