

Andy was born on February 10, 1953 to Andrew Soule Scott, Jr. and Jean Stone Scott and grew up in Laurel, Mississippi. The son of a lawyer and a schoolteacher, he was raised in a house full of books and readers. Following graduation from R. H. Watkins High School, he attended Southwestern at Memphis (now Rhodes College), where he majored in political science and urban studies and made lifelong friends. At his graduation in 1975, he received the Algernon Sydney Sullivan Award, given each year to a senior in recognition of service to the college and the community at large.
Following graduation, Andy became a housing planner with the City of Memphis Division of Housing and Community Development and was Executive Director of the Memphis Housing Development Corporation. In 1980, he moved to Chattanooga, Tennessee, where he was Housing Coordinator for the Chattanooga Housing Authority. In Chattanooga, he met his future wife Mary at the wedding of mutual friends, and they were married on December 22, 1984.
In 1985, Andy and Mary moved to Atlanta, where Andy pursued graduate studies in real estate finance at Georgia State University and worked as a consultant in urban redevelopment. In 1989, he accepted a newly-created position with the City of Greensboro, North Carolina as Special Assistant to the City Manager for Housing Development and ultimately became the City’s first Director of Housing and Community Development. In 2009, he became Assistant City Manager for Economic Development, and he retired from the City in 2016 after 27 years of service. In June 2016, he was awarded The Order of the Long Leaf Pine by Governor Pat McCrory for his contributions and service to the community. Following his retirement from the City, he enjoyed a career in real estate development consulting.
Andy was active in the community, serving on boards including Greensboro Day School, the Nussbaum Center for Entrepreneurship, and Habitat for Humanity. A second generation Eagle Scout, he was a merit badge counselor and served on Boards of Review for his sons’ troops; he also was proud that both boys earned their own Eagle Scout awards. Andy was a member of Holy Trinity Episcopal Church, where he especially enjoyed the friendships made through his Covenant Group, which has met for more than 30 years.
Andy enjoyed a good conversation, an interesting book, the study of history and politics, discussions about his native Mississippi, and the quest for exceptional barbecue. He saw the best in people and had a listening ear for others. Family was the center of his life, and he often said his greatest accomplishments were his sons Will and John. Andy leaves behind a legacy of family, kindness, service, and sense of community.
He was preceded in death by his parents, his sister Sally Scott Hamby, and his brother Charles David Scott. He is survived by his loving wife, Mary Leslie Scott, and their sons, William Andrew Scott and wife Susannah Baird of Raleigh, North Carolina, and John Leslie Scott and wife Aubrie Ann of Chattanooga, Tennessee.
A Celebration of Life will be held at Holy Trinity Episcopal Church, 607 North Greene Street in Greensboro, on Friday, January 9 at 1:00 p.m. with a reception following in the Haywood Duke Room. A private family burial will take place at a later date in Chattanooga, Tennessee.
