Shelby was born on September 23, 1938, in Mayking, Kentucky, to the late Archie Alexander & Belvia (Short) Webb. In addition to her parents, Shelby was also preceded in death by her husband, Bruce Mullins whom she married May 19, 1956; sisters, Ann Scott, Louise Kincer, Nellie Kincer, Larue Phillips, and Lula Phillips; and a brother, Archie Webb.
Shelby is survived by her daughters & sons-in-law, Deanna & Thomas Steiner of Sidney and Brucelia & Jim Good of Greenville; grandchildren, Sara & Casey Dowell of Louisville, Kentucky, Alex Good of Greenville, and Mark & Gail Koontz of Greenville; numerous nieces, nephews, and friends; and a special “Thank You” to her caregiver, Michelle White.
Shelby was a 4th grade teacher in the Greenville City Schools for 40 years. She was a member of Solid Rock Apostolic Church. Shelby enjoyed reading, crafting, playing cards, lunch dates with her friends, and most of all socializing.
A celebration of Shelby’s life will be held at 11:00 am Monday, September 14, 2026, at Zechar Bailey Funeral Home with Pastor Matthew O’Shell officiating. Burial will follow Greenville Township Memorial Garden. The family will receive friends on Monday from 10:00 to 11:00 am at the funeral home.
