It was a privilege to have Frank and his family as neighbors during our overlapping tours in Munich in 1990. Frank was a respected and dedicated foreign service professional and a great neighbor. Sending the Hemingway family my best at a time of great loss, and hoping all the memories of Frank sustain you now and in the future.
