Our thoughts and prays are with you during this difficult time. 

Russell was a friendly giant, his heart was as big as he was tall.  Russell would give his shirt off his back if he knew you needed it.  We worked together at USMEPCOM for many years.  His wife Susan got him a US Navy Kleenex couch that was absolutely amazing, I would tease him if it is missing it was not me (wink wink 😉), Russell said if Susan didn’t give him that as a Christmas gift he would give it to me and I smiled and said I know you would Russ because that is the type of person you are.  We would be breakfast buddies,  he would stop at McDonald’s for 2 for 2 or I would stop at Burger King for 2 for 4 or one of us would stop for donuts.  We worked very well together and had the same love for people.  I will miss you  😪 He would just shine when he talked about GiGi and Brie and the love of his life Susan.  RIP my friend I will miss you💙🌹Your lil sis as you would say Dorothy Thomas 

Although we were on different direct teams at USMEPCOM, I will miss Russ coming through our office. He was always positive, welcoming, and helpful. Sending heartfelt prayers and condolences for your loss. 


Russell often referred to the sit-com Gilmore Girls when we would discuss parenting in our marriage group. This would always make us laugh since this was before Gigi or Brie could walk or talk. 
He used to sing with the praise and worship team- a glorious voice he had while singing to the Lord!
Thank you for the great memories Russell, we wi cherish them.

Russell will be missed as he always warmly welcomed all of us, made us laugh with his wonderful sense of humor and provided fascinating conversations. We recall the White Elephant Gift he randomly had to pick at Christmas party and how he quickly turned that silly men's red speedo briefs into one of the most funniest hysterical and memorable moments of the party! He shared many fascinating stories at our get togethers as he lived a great life of  service to our country and us all. His greatest love & happiness was easily seen in photos while being with his beautiful family Susan, Gigi and Brie -his pride & joy!

I also sorry for your loss Sue, Gigi and Brie. Russ will be missed by his family and friends. He was such a nice person and friendly at our family get togethers.He was a good husband and father. May he rest in peace and our deepest sympathy goes out to you and your family. Prayers to you and Russ's family 🙏. Aunt Sharon,Uncle Pete and family


Russell, was always the first guy I would run into when I came into MEPCOM.  I will miss his smile and salutations.

I am saddened by Russ's passing. I worked with Russ on a number of projects at MEPCOM. He was a pleasant personality to work with. My condolences to the Noffsinger family. May his soul rest in peace.

Russ was a coworker of mine at USMEPCOM. What I remember most about him was his passion for helping people in anyway that he could. Russ always had a conversation to bring to you even if it was just to check on you. Russ was a good man and will truly be missed.  May he rest peacefully knowing that he left an impact on many...…..

Russell was a sweet and kind and funny guy when we grew up. He will be missed.

My sincere condolences to the family. I have fond memories of him from when I served onboard the USS Simon Lake (AS33)with Russell. I still remember his energy and enthusiasm and sense of humor.  I have no doubt he will be sorely missed. ❤️☘️

Our deepest condolences go out to the family and friends. Russ and I grew up and went to school together, we have recently moved back to Michigan after many years on the West Coast and was looking forward reuniting with Russ and his family. RIP my friend. 

I met Russ at USMEPCOM upon my arrival in 2015.  We hit it off and have been great friends since.  I will miss his corny jokes and laughter.  He was a great person.  To the family, my prayers are with you during this time.  To RUSS:  Hey big guy, I will see you when I get there.  You will be truly missed.

Russ, was one of the first people I meet in Italy.  
Within minutes we were like old friends.  
He found us our first house.  I can still remember driving out to it in his "pink" ford.  It was faded Burgundy but I razzed him about his pink car. 
He always had time to talk especially over coffee.

Him, Susan, and the girls are the family we got to pick.  We may not be blood, but family just the same.

Russ, I can't wait until we meet again in that coffee shop in the sky.

I met Russel through SouthEast Community church before the girls came along. I sang with him on the Praise team and enjoyed his and Susan's friendship and fellowship.  What a kind and great guy. The world has lost a precious soul but heaven is having a party!

I met Russell thru Schwans 22 yrs ago. And of course thru buying girl scout cookies from his beautiful daughters. Im really going to miss our chit chatting every 2 wks. Our prayers are with your family. Don and Vicki.
