Paul was born December 12th 1938 in New York City and was the only child of his parents Solomon and Sylvia Tocker. He graduated from William Howard Taft High School in New York City, then the University of Miami and the Brooklyn Law School and went on to have a distinguished legal career in Schenectady N.Y., where he served as Deputy Corporation Counsel and as an Assistant County Attorney and maintained a private practice. On April 21st 2016 the Schenectady County Bar Association at a luncheon meeting presented Paul with their 50 year attorney award after which Paul announced his retirement.
Paul was an active member of the Republican Party having served as President of the Schenectady County Republican Club and member of the County Committee for many years. In 1978 Paul was a Congressional Candidate.
In 2011 Paul permanently relocated to Delray Beach where he became a member of the Palm Beach County Republican executive committee and President of the Republican Club of Kings Point. In 2012 Paul was the Republican candidate for the Palm Beach County Commission District 5 and was an active member of many community groups in Schenectady and Palm Beach County.
Paul is survived by his son Marc Benjamin Tocker of Marina del Rey, California, many first cousins, first second and third removed and many friends.
Paul will be buried with his parents in the family plot at the Cedar Park Cemetery in Westwood, New Jersey.
