Born February 9,1954 in Lykens, she was the daughter of the late Gordon and Georgina (Kramer) Foster; and preceded in death by her brother, Lanny G. Foster.
Surviving is her son, Jason M. Boyne; 5 grandchildren, Jayla Boyne, Jayona Boyne, Jayson Boyne, Kyla Savage and Monique Boyne; great-grandson, A’maziyon Murphy; and two brothers, Greg Foster and Jim Foster.
Cindy was a graduate of Upper Dauphin High School, class of 1972, and Penn State University, class of 1976. She was a devoted and accomplished civil servant who held various positions in direct service, administration, and policy that served multiple vulnerable populations to include abused and neglected children, the elderly, individuals with disabilities, and patients receiving healthcare services. These agencies included Dauphin County Children and Youth, PA Child Protective Services, PA Bureau of Blindness and Visual Services, PA Department of Aging, and the PA Department of Health.
Cindy will be remembered for her kind spirit, fierce independence, strong will, and joy for living. She was a breast cancer survivor, and despite serious health problems later in life, she remained hopeful and always kept a positive attitude. She was a staunch Penn State Nittany Lion fan and enjoyed returning to Happy Valley with friends and family. Her family came first and her son and grandchildren meant the world to her – she was the world’s greatest Nonni. In the family tradition she played high school basketball and loved to attend live sports and youth activities in constant support of her family. She was a loyal friend to many from all walks of her life, and she was always there to lend an ear, have a talk, and share a laugh with anyone. To return the favor following her lung transplant, Team Cindy helped her through the long recovery. She had many travel adventures with family and friends in Europe and in the US, and she loved the outdoors, particularly hiking in the mountains and shelling at the beach. Most of all, Cindy would like us to remember the good times and laughs we shared. Maybe even a snork or pew-shaking giggle!
