He was born January 22, 1941 in Harrisonburg and was the son of the late William Higgins Sr. and Zola Sandy Higgins.
William served in the U.S. Army and spent most of his life in Harrisonburg. He loved to bowl and worked in the maintenance department at Massanutten Resort.
He is survived by a daughter Annette Wimer, and husband, Scott of Harrisonburg; a grandson, Isaac Fink; two sisters, Phyllis Utt of Harrisonburg, and Lois Shifflett and husband, Ernie of Elkton; a brother, Steven Higgins and wife, Diane of Elkton; and numerous nieces and nephews.
He was preceded in death by a son, Allen Higgins; and a brother, Danny Layne Higgins.
The family will receive friends Wednesday, September 17, 2014 from 10:00 – 11:00 am at Lindsey Funeral Home in Harrisonburg. A funeral service will follow at 11:00 am in the Chapel.
