He was born in Waynesboro on February 27, 1952 and was the son of the late William N. and Eva M. Baber Hopkins.
Billy moved from Orlando, FL to Waynesboro in 1973 where he has resided. He was involved with the Valley Community Services program in Staunton.
He is survived by a sister, Virginia H. Johnson and husband, Newton, of Crawfordsville, FL; two aunts, Hilda Baber of Waynesboro and Georganna Baber of Bridgewater; numerous cousins; extended family members Neil and Glenda Freeman and their children, William Freeman and Whitney Edwards and her husband, Derek; and Richard Johnson.
A private graveside service will be held at Woodbine Cemetery, Harrisonburg.
