

Barry is survived by his wife, Jeanne McClellan, of Georgetown, TX, daughter Yvette (Paul) Forsythe of Highlands Ranch, CO, son Scott McClellan of Banning, CA, son Brian McClellan of Banning, CA, step-daughter Jennifer (Joe) Ronchetto of Oakdale, MN, sister Marianne Greenlee Bundy of Wichita, KS, brother Dale (Lena) Greenlee of Wichita, KS, brother Marion (Karla) Greenlee of Las Vegas, NV, brother Robert (Michelle) Greenlee of Wichita, KS, and brother John (Brenda) Greenlee of Albemarle, NC, two grandchildren and 15 nieces and nephews. He is preceded in death by father Don McClellan of OK, mother D. Elaine Greenlee of Wichita, KS, step-father Jim Greenlee of Wichita, KS, daughter Jenny McClellan of Banning, CA, and grandson Chance Forsythe of Highlands Ranch, CO.
Barry was born on September 20, 1946 in Parsons, KS to Don McClellan and D. Elaine McClellan. He served as a Sergeant in the United States Air Force in Thule, Greenland, Colorado Springs, CO, and Riverside, CA from 1964 to 1968. He graduated from California State University, San Bernardino in 1994 with a Master of Public Administration degree and previously earned a Bachelor of Science in Organizational Behavior from University of San Francisco. He was a registered civil engineer and worked in municipal government administration in Palm Desert, CA, Moreno Valley, CA, Irvine, CA and most recently as the City Manager of San Jacinto, CA before he retired.
Barry was active in his community, serving as President of the Rotary Club of Moreno Valley, President of the San Jacinto Rotary Club, and Assistant Governor in District 5330. He was also a board member of March Air Museum in Riverside, CA, United Way of Inland Valleys, Vice-chairman of the Riverside County Medical Center Foundation, CSU San Bernardino MPA Program Advisory Board member; past President, and Palm Desert Exchange Club. His professional memberships included: International City/County Management Association, American Society of Public Administration, California League of Cities, Public Works Department, Past Chairman Legislative Review Committee, American Public Works Association, San Bernardino/Riverside Counties Chapter, Past Chairman. He was an active member of the Church of Jesus Christ of Latter-day Saints and served in many leadership positions.
After retirement, Barry and his wife, Jeanne, traveled full-time in their motor home for three and a half years enjoying 27 states, 15 national parks and monuments, 15 state parks, and over 21 church history sites before settling down in Georgetown, TX. Their motor home adventures were the highlight of their 16 ½ years together.
A funeral service will be held Thursday, January 4th at 9:30 AM in the March Field Air Museum, 22550 Van Buren Boulevard, Riverside. All are welcome to attend and celebrate Barry's life.
