William G. Carter, Jr. passed away on November 23, 2015 at his home in Hemet, California after a short illness. He was born on July 6, 1944 in Texarkana, Tx and graduated from Texarkana, Arkansas Senior High School in 1962. He received two Master's Degrees in Business and Social Work from the University of Arkansas and the University of Texas. He is predeceased by his parents William G. and Merrie Adele Carter and is survived by one sister, Sandy Vise, brother-in-law, David Vise of Houston, Tx and a niece and nephew, Casey and Whitney Vise of Austin, Tx. Mr. Carter served two tours of duty in Viet Nam, one of which was during the TET Offensive. His career was spent with the Department of Defense in various positions in the personnel arena over a 20 year period. He retired as the Head of the Civilian Personnel Office at Ft. Belvoir, Va in 2000. He relocated to California after retirement and had a home in the Four Seasons Retirement Community in Hemet until his death. He was a fantastic tennis player, a marathon jogger, a good son to his parents and a true Solitary Man. He will be missed.
