Tino was born on June 16, 1948, in Rupagan, Bacolod, Lanao Del Norte. He graduated from Santo Nino Highschool Bacolod, Lanao Del Norte and received his Medicine degree from Cebu Institute of Medicine in 1973.
He married his wife Nice, on October 09, 1976. Tino had a career in medicine as a doctor in the Philippines, then later as a registered nurse in America.
He is survived by his wife Nice Dy, his son Justin and his wife Krystal and their children Joseph, Natalie, and Nathan. His daughter Janice Adele and her husband Andrew and their son Jax Hunter.
