

A man of quiet strength and unwavering integrity, Emil’s life was defined by his devotion to family, his pursuit of education, and nearly six decades of combined service to the United States Navy. Born in San Nicolas, Philippines, to Bruno Pagaduan Paguirigan and Visitacion Damo Ulep, Emil earned his Bachelor’s Degree in Business Administration from the University of the East (UE) in Manila. This foundation of leadership and discipline guided him as he moved to the United States on November 5, 1966, and began his military career.
In February 1967, Emil enlisted in the U.S. Navy, beginning a distinguished journey that spanned 24 years of active duty and seven years in the inactive reserves. His service began in Pearl Harbor, HI then to the U.S. Naval Training Center in San Diego with Company 67-132, the first step in a career that would take him across the globe.
Rising to the rank of Chief Petty Officer (SKC/SW), Emil was a veteran of the Vietnam War, serving with honor aboard the USS Rathburne (FF-1057) and the USS Reclaimer (ARS-42). His assignments took him from Commander Fleet Activities Yokosuka (CFAY) and Marine Corps Air Station (MCAS) in Japan to his final tour with the Fleet ILO Team at Pearl Harbor. His commitment to excellence was reflected in his numerous decorations including National Defense Service Medal with Bronze Star, Sea Service Deployment Ribbon (Third Award), Navy “E” Ribbon, Navy Achievement Medal, Sixth Good Conduct Medal, Vietnam Service Medal, and the Vietnam Campaign Medal.
Following his retirement from active duty in February 1991, Emil’s dedication to the Navy never wavered. He continued to serve the naval community as a Logistics Management Specialist at Pearl Harbor for over 30 years, providing his expertise and mentorship until his passing in 2026.
On September 18, 1971, Emil married his lifelong partner, Leony Banta Paguirigan, in Kawit, Cavite, Philippines. Together, they built a life rooted in resilience and love until her passing in 2013. Emil was a pillar for his family, navigating the joys and sacrifices of military life with grace. Emil was preceded in death by his beloved wife, Leony (2013), and his daughter, Gina (1997) Paguirigan. He is survived by his sons, Joel, Jason (Anne), and Jeremy (Tracy) Paguirigan; and his three grandchildren, Rizal Paguirigan, Aiden Ribao, and Amiah Paguirigan, all of whom carry forward his legacy of strength, integrity, and dedication.
Emil will be remembered for his quiet strength, deep commitment to family, and proud service to his country. His life stands as a testament to perseverance, honor, and sacrifice.
