

Visitation will be held on Tuesday, November 27, 2018, from 5:30 p.m. to 6:30 p.m., followed by a funeral service from 6:30 p.m. to 7:30 p.m. at Maunakea Chapel, Borthwick Funeral Home, 1330 Maunakea Street, Honolulu, Hawaii. Vicente’s remains will be transported to Manila, Philippines on November 29, 2018. His body will lie in state and vigils will be held from December 1 to 4, 2018 at Loyola Memorial Chapel, A. Bonifacio Ave, Marikina, Metro Manila. Interment will take place on December 5, 2018 in the afternoon at Loyola Memorial Park, Marikina.
Vicente was the eldest son of eight children of Doroteo Asani Rayo (of Loboc, Bohol) and Maria Mangabat Quiroga (of Banna, Ilocos Norte).
He graduated from Jose Palma High School in Tagbilaran City, Bohol and from the Lyceum of the Philippines in Manila in 1958 with a degree of Bachelor of Arts in Economics. He continued the educational legacy of his mother Maria who was one of the early batches of public school teachers trained by Americans in the 1920s. He supported himself through college, even working in public works digging out nipa in mangrove swamps in Davao.
Vicente enjoyed a wonderful marriage of almost 58 years to Rosalina Ugale Rayo. In the 1950s, he started the Pioneer Rubber Industries that manufactured automotive and household rubber goods. He shared the business model with his relatives, enabling some of them to achieve financial stability and prosperity.
Vicente worked in public service for many years, helping relatives get started on their own career paths. Being a genuine friend and caring person, he became close friends with dignitaries. Before he moved to Hawaii in the late 1980s, he was Senior Legislative Staff Officer of Congressman Zarraga, who was his compadre.
Vicente was a born leader. He organized and was one of the founders of community organizations, such as the Loboc Association and the Provident Villages Homeowners Association. When he lived in Hawaii in the 1990s, he was in leadership roles in Bannatiran of Hawaii, Davao Durian, and Dabawenyos of Hawaii, which bestowed on him the Father of the Year award.
Vicente was a loving father, grandfather, and uncle, who emphasized educational achievement, perseverance, humility, hard work, and trust in God.
Vicente will be missed and his memory cherished by his widow, Rosalina Ugale Rayo; his five children Elizabeth Rayo Maizo, Vincent Rayo (Necy Uganiza Rayo), Zachary Roy Rayo, Manuel Rayo, and Roderick Alex Rayo (Joan Ceron); his only surviving sister, Ester Rayo Felipe; grandchildren Vener George Rayo, Virgel Rayo, Vernon Rayo, Ariel Gabriel Maizo, Eleazar David Maizo, Rafael Angelo Maizo, Alexa Sophia Ceron Rayo, and Erika Ceron Rayo; as well as several nieces and nephews and their families, and relatives from the Rayo, Asani, Quiroga and Mangabat clans of Bohol, Ilocos Norte and Bulacan.
The family extends their heartfelt and sincere thanks to all those who helped with funeral arrangements both in Honolulu and Manila, and everyone who shared their love and memories, and extended financial, emotional and spiritual support to the family, in honor and remembrance of Vicente Quiroga Rayo. May God bless him and keep him, and may His face shine forever upon him.
