In high school Joe was a competitive swimmer. He earned a Bachelor of Science in Marine Biology from the University of Wilmington.
Joe worked for NC Fisheries helping with research on Turtle Exclusion Devices, amongst many other duties. He became interested in Vector Disease Control and went to work for North Carolina Public Health Pest Management. Eventually he moved to the private sector in mosquito control.
Joe was active in half a dozen professional associations and was Board President of the North Carolina Vector and Disease Association and the Mid-Atlantic Mosquito Control Association. During his tenure he became known for his teaching and training.
Joe received several awards, including the Hamilton Stevens Award for Outstanding Performance, The Silver Dipper Award, and the Outstanding Service Award from the Mid-Atlantic Mosquito Control Association.
Joe was also a dedicated volunteer for the Friends of Madison County Animals and the Southeast Llama Rescue. He was manager of the Sanford Farmers' Market and was an avid hunter and fisherman.
Joe is survived by his wife Laurie Alvin Andrews, his children, Aurea Andrews, and Molly Andrews Williams (Sean) and by his sisters, Marian Andrews Brenton (Douglas), Carolyn Andrews, and Laurie Andrews Manley (Junior), and his rescued dog, Muddy Malone.
