Deborah “Neicy” was born June 2, 1959 to Cora Harris Washington and Clarence Washington. She is the oldest of five siblings. Her intelligence and desire to help others led her to be in the Health Occupations Students of America Club and go on to graduate with highest honors from Phyllis Wheatley Sr. High School in 1977. Deborah went on to attend the University of Houston, Downtown and she completed her studies at the University of Texas at Austin, graduating in 1981 with a Bachelor of Business Administration. She remained a proud Alumni of the University of Texas, inspiring her siblings that came after her.
