Frances Ortiz was born in Victoria, TX on March 9, 1964 to her loving parents Luis and Nicolasa Flores. She passed away June 23, 2013. She is preceded in death by her brother Edward Flores; survived by her brother Raynaldo Flores, best friend and sister Rose Emig, and brother in law John Castillo.
Frances graduated from Waltrip High School in 1982, later she worked for McCracken and Norton, Inc. She lived in Houston for most of her life. Frances loved her pets Charlie and Lady, enjoyed the casino and loved to party. She will always be remembered as a great friend and the type of person that would give and do anything for anyone. She will forever be missed.
