

Harley was born in Kansas City, KS, the youngest child of Charles L. and Edna A. Fulton.
He graduated from Westport High School, Kansas City, MO, attended University of Missouri. It was during the Korean War that he enlisted in the U. S. Navy. He was part of the first group of the Construction Battalions (known as the Sea Bees). They constructed the warehouses and outbuildings, plus the airfield at Subic Bay, Philippine Islands.
He worked for over 60 years in the Structural Steel industry in various states. In 2013, he was honored by a group of Structural Steel Contractors. A Scholarship Program was initiated at Lone Star College, Houston, Texas, for students of Architecture, Construction or Engineering. The Harley W. Fulton Scholarship Program is supported by contribution of the industry and others.
Harley was also a Member of the Grand Lodge of Missouri, Temple Gate #299 for over 60 yrs. He is a third-degree Mason.
Harley married Sylvia A. Barnes in January of 1953. They were married for 27 years and had three children, Pamela Ann Salaam (Fawaz), Roger Craig Fulton (Karen), Keith Marshall Fulton (Sherah). They divorced in 1980 in Little Rock, AR.
After moving to Houston, TX, Harley met and married Pauline (Polly) Landry in 1983. His new family consisted of 3 additional children, Stephanie Danee Weber (Michael), Stephen Len Bellard (Kris) and Charles T. Gayle (Janet).
Harley has always been proud of his 8 grandchildren and 5 great-grandchildren residing in Houston & Dallas, TX, Sulphur, LA and Orlando, FL.
Harley retired and moved to Orlando, Florida in 2013 where he resided until his death.
In lieu of flowers, the family requests that donations can be made to The American Heart Association, The National Diabetes Foundation or the Harley W. Fulton Scholarship at Lone Star College, Houston, TX.
