

Jo Ann Swinney McLaughlin was born on the 6th of April 1933 to Aileen Gibert, R.N. and Eugene Nolte Goodrich in San Antonio, Texas. Jo was raised primarily by her grandparents, Winnie and John Harvey Gibert in Mt Enterprise, Texas. She was their first grandchild. During her upbringing, she also lived with her father in Houston and Sealy, Texas.
She attended Lon Morris Junior College, Abilene Christian University and the University of Houston American Institute of Banking.
Following her mother’s example, Jo exemplified professionalism. She retired after 39 years of full time and consulting work with Tenneco Inc., as Director of Community Affairs.
Passionate about making a difference in the world we live in, she served on numerous boards, councils and committees at the local, state and national level and won numerous awards for her leadership work in education. Before her health began to fail, she was an active member in the Methodist Church, taking on numerous leadership roles. In her spare time, she enjoyed her beachside condo in Galveston with the loves of her life, daughter Cyndi and grandson William.
Jo was preceded in death by her husband of over 40 years, W.W. II veteran Thomas Swinney. She is survived by her husband of 24 years, Retired LT. Colonel James J. McLaughlin and his family; only child Cynthia Swinney O’Neal and her husband Jack; grandson William (Will) Jackson O’Neal IV; numerous cousins and friends and caregivers Christine Diaz and Kathleen Nobles.
A memorial service is to be conducted at half past eleven o’clock in the morning on Thursday, the 2nd of July, in the Jasek Chapel of Geo. H. Lewis Sons, 1010 Bering Drive in Houston.
