John was born in Tashkent, Uzbekistan on December 1, 1957 to Greek emigrant parents, Konstantinos (Kostas) and Lefkothea. The Noukas family immigrated to the United States in 1969, and settled in Haverhill, Massachusetts. John graduated from Haverhill High School in 1975, then moved to Washington, D.C., where he attended Georgetown University. While in school, John managed a Greek restaurant/nightclub. John graduated from Georgetown with a B.S. in International Affairs from the School of Foreign Service. John excelled in linguistics and was fluent in Greek, Russian and English.
John joined the Federal Bureau of Investigation as a Special Agent in 1983. He was transferred to FBI's Houston Division, where he met Martha Uschak. John married Martha in 1986, and soon after they had two children, Juliana and Constantine. John left the FBI in 1987 to start his own investigation firm, Noukas & Associates, that he ran successfully for over 30 years.
John loved to laugh, loved traveling, and enjoyed the company of friends, family, and especially his children.
John was preceded in death by his mother, Lefkothea, and his father, Kostas . He is survived by his wife of 25 years Martha, his children Juliana and Constantine, his son-in-law Levon, his sister Anthoula, niece Alexa, nephew Dimitri, his aunt Triandafelia, and his cousins Georgia, Koula, Nikos and Olga.
