Tommy was born and raised in Aldine. He attended Olsen Elementary School, Hambrick Junior High, and MacArthur High School where he was a drummer in the band. Tommy graduated from Louisiana College with a degree in sociology. Then he entered the Houston Police Academy in 1991 and became a Houston Police Officer later that same year. Since then, and until his untimely passing, Tommy proudly wore the blue and served his community with deep devotion. He received 17 Supervisor Commendations, 2 Assistant Chief Commendations, 1 Chief Unit Citation, 1 Chief’s Commendation, and 1 Mayor’s Commendation.
Tommy was a kind soul and a good friend to many. His dogs were his children, and he loved them deeply. He was a loving and respectful son and a great brother and uncle. And Tommy was a believer in God whose faith was deep and sincere.
Those left to cherish his memory include his mother, Mary Phillips of Spring, Texas; his three brothers and one sister: Mike and his wife Julie Phillips of Spring, Judy Phillips of Spring, Barry and his wife Sandy Phillips of Porter, and Bart and his wife April of Spring; his ten nieces and nephews: Jill, Andrew, Kay, Raphael, Stephen, Christopher, Timothy, Anna, Amber and Alyssa; and numerous members of his Houston Police Department family. Tommy was preceded in death by his father, Johnie Phillips, and his step-father, Cecil Pigg.
A visitation for Tommy will be held Friday, October 25, 2019 from 9:00 AM to 10:00 AM at First Baptist Church North Houston, 4422 Lauder Rd., Houston, TX 77039. A funeral service will follow at 10:00 AM. A committal service will occur Friday, October 25, 2019 at Brookside Memorial Park, 13747 Eastex Freeway, Houston, TX 77039.
