He was born in Forks, Washington. He was a WWII veteran and a P.O.W. for 10 months. Harley was preceded in death by his first wife Betty Jean Spencer. He is survived by his wife Betty Jane Spencer, two children: Steven Spencer and Linda Nielsen, three step-daughters: Gloria Hopper, Debbie Buoy, and Shelley Jantz, 11 grandchildren, and 15 great-grandchildren.
A visitation will be held on Monday, April 26, 2010 from 4-8pm. His service will be held Tuesday, April 27, 2010 at 11:00am both at Lakewood Funeral Home.
