Arthur Lee Scaggs, Jr. 74, of Indianapolis, passed away on September 14, 2020 at home. Arthur was born on September 19, 1945 in Indianapolis, IN the son of A.L. Hall and Doris Hall. He retired from the Penn Central / Conrail Railroad in 1999 after 31 years of employment. Arthur also enjoyed NASCAR, owned Scaggs Racing and was President of Midwest Motorcycle Club for two years. He is survived by his son; Douglas Scaggs, mother; Doris Hall, sisters; Drucilla (Gene) Fromm, Sheila (Robbie) Nickels, long time companion; Patti Neuhaus, grandchildren; Connor, Elsie, Faith Marie and Kate Scaggs, 4 nieces and a nephew. He is preceded in death by his father; A.L. Hall. A memorial gathering for Arthur will be Saturday, September 19, family from 12:00-1:00, visitation for family and friends 1:00 to 4:00 and memorial service at 4:00 at Family Funeral Care. Uncle Art, thank you for all the great memories we get to share and hold on to. Our family will never be the same without you. You were a force to be reckoned with. You were a one of a kind and lived your life to the fullest. You were a pillar in our family that can't be replaced. You are and will always will be a legend!

Art, I will never forget the time you spent with my mom (Cheryl), Jason, and I. It meant so much to know you cared when my mom was going through a very difficult time in her life. She always knew you were by her side in good times and in bad times! I will always miss the times when we would pick you up to take you to dinner. You loved eating and the food had to be hot or you would send it back. You definitely weren't afraid to speak your mind. Rest in peace Art, and i hope you are able to see my mom again in heaven. GOD will take great care of you 🙏 and I know you will be my new guardian angel. God bless the family including Doug and please know GOD will comfort you during this difficult time. Art I have such fond memories of you from HS BD ‘64-65. We had fun riding in your car and you driving fast like a pro. Then some 20 years later we connected via my hubby Jerry whom you worked with and Tom Rust in Key West.
You will be missed Art. Please Rest In Peace Friend.
