

She was the second of four children and was raised by her parents in a respectable home. She graduated High School from Crispus Attucks and started a career with RCA television company. Later in life she became a Teacher’s Aide for Indianapolis Public School system where she eventually became a Special Needs public school bus driver.
Cecelia was the proud mother of five (5) young men who proceeded in life with their own careers. Cecelia was a long-term member of St. Paul AME Methodist Church where she grew up. Eventually Cecelia moved to Columbus, Ohio in 2019 where she became a member of Wings of Victory Church which caused her to earn the name of Mother White. While attending Wings of Victory Church, she was involved with assisting with the Food Pantry, Christmas Food Basket give-a-ways, creating Christmas plays, among other community activities. Cecelia also enjoyed singing and praising GOD during Sunday Worship services. During the six (6) years she attended Wings of Victory Church she grew a deeper relationship with her Lord and Savior, which allowed her to witness others’ salvation within her apartment complex.
Cecelia is preceded in death by her parents, William A. and Myrtle Tuggle; her husband, William A. White; her brother, William A. Tuggle Jr.; her sister, Allene G. Miller.
Cecelia is survived by her sister, Cynthia Williams; her children, Joel William Brown, Delmon Keith (Tamiko) Brown Sr., Anthony Darrell (Sarah) Brown, Cecil Lamar Brown, and Clarence Terrell Barnett; and a host of grandchildren, nieces, nephews, cousins, and friends.
