Frank was the third of five sons born to Patrick Joseph and Kathryn Ann (Gill) Moran on June 19, 1938 in Indianapolis. They preceded him in death as well as his brothers, Daniel, John, and Patrick and nephew, Kevin.
Frank graduated from Scecina Memorial High School and attended Marian College. He proudly served his country as a member of the United States Army. In the late 60's and 70's Frank owned the Circus Lounge on Lafayette Road. Known for its lighted dance floor, it was the place to go on the westside. Frank worked for Kite Company before starting his own flooring business, Carpetbaggers. Because Frank was a huge fan of the Indianapolis 500 Mile Race, Carpetbaggers supplied the checkered carpet used at the reviewing area of the 500 Parade. Every year Carpetbaggers entertained carpet suppliers and special customers at the track on Fast Friday before qualifications for the race took place the following day. For many years his brother, Dan, would fly in from California and together with Tom, the three brothers attended many races at the Motor Speedway. Frank loved Notre Dame. He enjoyed traveling to South Bend every fall to attend a football game and several years flew to California to watch the Irish play. The ND fight song was the ringtone on Frank's phone. His favorite attire was anything with the Notre Dame logo on it. St. Mary's Early Childhood Center held a special place in Frank's heart. He was one of their original Godfathers and gave generously of his time, talents, and treasures.
Frank is survived by his brother, Thomas Moran (Marie) of Indianapolis; two sisters-in-law, Cindy Moran and Sandy Moran, both of San Jose, California; five nieces, Lisa, Kelly, Denise, Kimberly, and Kathryn; many great nieces and great nephews; plus great-great nieces and great-great nephews.
Visitation will be held Friday, May 26, 2023 from 4:00 PM to 8:00 PM at Feeney-Hornak Keystone Mortuary, 2126 E 71st St, Indianapolis, Indiana 46220. His Mass of Christian Burial will be Tuesday, June 6, 2023 at 11:00 AM at Our Lady of Peace Cemetery, 9001 Haverstick Road, Indianapolis, Indiana 46240 in the chapel.

The family would like to thank Senior Home Companion and Story Cottage for the excellent care Frank received after his stroke in 2022. Special thanks to Terry Brenner and Joy Allen, extraordinary friends, who have been instrumental in Frank's care and rehabilitation since 2018. During Frank's illness, Terry ran Carpetbaggers and checked on him daily. He might bring Frank a strawberry shake (his favorite) or take him for a ride in his Jaguar. Terry could coax Frank to do things others couldn't. Joy, a nurse, oversaw Frank's medical needs. She picked up his prescriptions and filled Frank's pill containers weekly. Joy recognized when Frank was dehydrated, out of sorts, or had an infection necessitating a trip to the emergency room. Both Terry and Joy took a lot of pressure off of the family. Frank was very fortunate to have them in his support group.
