

Sheila was born in Indianapolis to Jessie and Hannah Tibbs on May 26, 1943. She attended and graduated from G.W.H.S. She later married Charles DeBow in Indianapolis on August 26th, 1977, beginning a lifelong journey filled with family, faith, and dedication to others.
Sheila worked as a CNA at Jackson Center for more than 10 years, where she cared for others with compassion and kindness. Her faith was an important part of her life. She was baptized as one of Jehovah’s Witnesses and faithfully served for over 41 years. As a regular pioneer, Sheila devoted herself wholeheartedly to her ministry and her congregation.
Sheila was preceded in death by her parents, Jessie and Hannah Tibbs; her brothers, Kevin, Ronald, and Frankie; her sisters, Marva and Coraline; and her beloved granddaughter, Tiffany Ramsey.
She leaves to cherish her memory her children: Ronda, Tracey, Johnniece, Keith (Roslyn), Deanna (Charles), Cheryl, Cassandra, Sandy, Audreya, Shaniqua, Kaya, and Therese; She is also survived by her son, Charles Jr. and a host of grandchildren, great-grandchildren, great-great-grandchildren, nieces, nephews, and dear friends. She also leaves behind her cherished spiritual family, including Elder William Cooksey and members of the Kingdom Hall congregation.
Sheila will be remembered for her loving heart, unwavering faith, caring spirit, and the deep love she shared with her family and community. Her memory will continue to live on in the hearts of all who knew and loved her.
Visitation will be held at Crown Hill Funeral Home & Cemetery, Memorial Chapel, 700 W. 38th St., Indianapolis, Indiana 46208, on May 30, 2026, from 11:00 am to 12:00 pm.
