

Steven was born on July 11, 1950, in Rochester, New Hampshire, to Albert Goodman and Doris Garner. He proudly served his country in the United States Marine Corps from 1967 to 1971 and was a veteran of the Vietnam War. Following his military service, Steven continued a life of service and dedication as a member of the Indianapolis Police Department, serving in Vice and Homicide and retired as Major. After retiring with IMPD, he continued serving as Chief of Police for Indianapolis Public Schools.
On August 9, 1975, Steven married the love of his life, Theresa Miles, at Garfield Park Church of Christ in Indianapolis. Together, they built a loving family and shared more than 50 years of marriage.
Steven had a gift for connecting with people. He enjoyed commentating on Franklin Township Little League football games for many years, bringing enthusiasm and laughter to the players, families, and community. In his free time, he loved playing golf, riding his motorcycle, and going out to eat, especially when it meant spending time with family and friends.
Steven is survived by his devoted wife, Theresa Garner; their two sons, Ryan Garner and Andrew Garner and his wife, Naomi; and his cherished grandchildren: Wyatt and his wife Jada, Savana, Choe, Ruby, Franco, Ryanlynn, Charlie and Malachi. He is also survived by his great-grandchild, Sloane. Steven’s legacy of love, strength, and humor will live on through each of them.
A Celebration of Life Gathering will be held at Fraternal Order of Police Lodge No 86, 1525 Shelby Street, Indianapolis, Indiana 46203, on July 25, 2026, from 1:00 pm to 4:00 pm.
