
Victoria, also known as Vicki, was born in Indianapolis, Indiana to Clarence Charles Hatcher, and Myrtle Pahlmer-Owens on October 18, 1948. Victoria was raised by her stepfather, Albert Owens.
Victoria worked in Sewer Lien Contracts for The City of Indianapolis Dept. of Public works also known as The City County Building for many years, retiring in 2014.
Victoria was a strong woman who wore many hates. A mother, father, doctor, nurse, lawyer, teacher and the list goes on. Victoria was a small built woman, with a big heart and a courageous soul. She would help any and every one whether it was over the phone, or in person.
Victoria loved to read, draw, and write. At the age of 10 she was awarded a fully paid scholarship to John Herron School of Art. Victoria wrote down everything. She received a diploma for completing a 2 year course in writing for children and teenagers with Victoria writing down everything. That everything turned into a poem being published. A poem in reference to her youngest son Stephen, whome she is now with. She titled this poem “No Closure”.
Victoria is proceeded in death by her father Clarence Charles Hatcher, mother Myrtle Pahlmer-Owens, stepfather Albert Owens, sisters Paulette Owens-Kimbrough, Marguerite Moore, brother Terry Owens, sons Kenneth Anthony Hooks, Stephen Adrian Hooks, daughter Sylvia Renee Hooks, grand-daughter Monique RaShae Hooks.
Victoria leaves to cherish her memories to her son Frank Hooks Sr., daughter-in-love Detona L. Sargent, sister Carol Skaggs, brothers Michael L. Larry Owens and Charles Michael Hatcher, grandchildren, LaTosha Holloway, Jessica R. Hooks, Levona L. Sargent, Kenneth Moon, Frank Hooks Jr, Stephen Hooks and Jaden Hooks, a host of nieces, nephews and friends.
