Carter was a great Family friend who changed my families life. Carter was a close friend of the family from the time I was 3 years old and he became an older brother! Carter took my family from the harsh area of South Jackson to Ridgeland where he had a rental house he let us stay in! Carter did not accept rent for several months until we were able to pay! Carter took my family on trips and we spent almost everyday together that he was not at work and sometimes we would go to visit him or he would bring the fire truck to our neighborhood which was close to his department and in the City if Ridgeland! Carter took me from a “thug” who was going to drop out and live a no good life to now where I am a Police Sergeant of a well respected department! I am so grateful for GOD placing Carter in my life and I was broken when he passed.  I was in the police academy when carter passed and I wanted him to see me graduate because he made it possible! I will never forgot being summoned to the office where my instructor grabbed my shoulder and asked if I was ok and I knew it was something wrong! He handed me the phone and I heard the crying and I was told that he passed and I hit the floor! I wanted to quit and go home even though I was several weeks in to the academy! But My Instructor stayed with me and although I was hurting and I knew my family was hurting, I stayed and I hope I made him proud! 8 years into being a Police Officer and a Sergeant, I still think about him and he gets me through my work days because of his demeanor and work ethics but most importantly his heart! I didn’t know this page existed until now so I know I’m late, but He is a short summary of our time together! From the age of 3 to the age of to the age of 22! 

I just found out about Carter's passing. I am so sad. We were good friends in Metairie. Bea taught me art lessons after school.  Carter spoke of building a treehouse, and he taught me about "hunting locusts". Wish I had known him through the years. Gail Barber Rugg in Plano TX

Today would have been Carter's birthday (April 16th.  It's a great day to donate in his memory to the MDA "Boot" in your local town.

I met Carter when I was a young girl at Camp Wapanacki in Vermont. I was a city girl that was afraid to get into a boat. By the end of the summer, I loved boating and had made a special friend.  As I became an adult we tried to stay in touch.  He would always call or stop by on his trips to Vt. There wasn't a animal he couldn't make out of ballons!  Kids loved him, I loved him and will always remember times we shared at Wapanacki.

Firat met Cartr in Vermont where he was a Camp Counselr ar Camp Wapanacki.  He moved to VT and was a volunteer Fireman before moving bact to MS.  Volunteered as a Big Bother.  He will be missed.

To Sharon Colomb whose entry I just read, that is a great tribute to Carter that your son Mark is now a fireman.  Carter loved the fire service so much, and I enjoyed working with him for 22 years at the Ridgeland Fire Department as the Adm Asst.  Carter was one very special person and I'll never forget him.

Kevin and Gary, I was so sad to read of Carter's death in the Times Picayune. I have such fond memories of your family and our childhood together. Carter was a special person. I last talked to him at the gathering following your parents' passing. I told him of my son Mark's wish to become a fireman and he was so encouraging. Mark is now serving in the Jefferson Parish Fire Department. That will be a link to my memories of Carter for years to come.

Carter was one of a kind and will never be forgotten. I have known him for about 32 years and he was like an uncle. He could never be replaced and will be missed terribly. His family, friends and community will never be the same without his smiling face. We love you Carter.

Chief Hill had such a zest for life and wanted so badly for every child that came to the Fire Academy to leave with the knowledge and ability to save their life should they be involved in a house fire!  What a blessing it was for my children to participate in such a great program!  Thank you to his family for sharing him with our community.  Rest in peace...

I first met Carter in 1979 when he joined the Ridgeland Fire Department.  He always said he came in with the Great Flood that year. Carter used to joke about having our same last name and call our dad (Bob Hill) Pop. Carter always took time with our son Robert when he was at the fire house.  I know he will be missed by many many people.

I was shocked and saddened to hear about the loss of my old friend.  I knew Carter for about 30 years.  I met him when I was about 13 years old.  For a kid from divorced parents, he became like a second father to me.  He was a great role model.  He was always there with a smile and a kind word.  I remember enjoying hanging out at his house, talking, playing games, and listening to his stories about New England.  We lost touch when I moved to Florida, but he will always be remembered fondly and greatly missed.  My thoughts and prayers are with his friends and family.

I've known Carter for many years as a co-worker, neighbor and friend. When my sons were explorers with the Ridgeland Fire Department, I generally wanted them to work on his shift. I knew he would look after them and would teach them.Whenever I would pick them up or drop them off we would chat for a long time. Fire safety was his passion. He was active in the MDA telethons,in which he recruited me to answer phones a few times. He worked with children's burn camps, and was active in the Big Brothers program. I know a lot of men who ended up working in public safety because of him. He was truly an all around great person and he will be greatly missed.

As the Administrative Assistant at the Ridgeland Fire Department before retiring 2 years ago, I worked with Carter for 22 years.  He was a wonderful person who always thought of others.  He loved the fire service and put his whole heart and all of his time into fire safety for kids and also muscular dystrophy.  Carter was a very dear friend and I will miss him greatly.

Gary and Kevin - I am so very sorry about Carter. He was the quiet one. Be happy for him. My prayers are for the three of you.

I met Carter when I was 12 years old. He was a friend and a mentor for 33 years. I will miss him.

I knew Carter for approximately 16 years.  We worked together at the Jackson FD Fire Saftey Dept. We continued our friendship afterwards. He would drop by my job to chat or we'd call one another to update on happenings. Carter was a good person who was dedicated to all that he did. He absolutely loved fire safety! He was a good friend and caring individual. Carter always had a smile and was optimistic. Carter was never in denial of his disease, he knew the odds and he accepted them.  When we spoke last, Carter had undergone his 2nd implant and was still at UMC when I received his call. I told him that I'd be checking on him but I got so wrapped up in daily activities and time slipped by... unfortunately, so did my friend. There was so many more things that Carter had in his vision to conquer. I will not get the opportunity to hear his voice again nor see his smile. Before his passing, I was thinking, "I've gotta call Carter". It saddens me because I did not get the opportunity to say goodbye. But, I find peace in knowing that Carter touched many lives including mine.
