Billy was born on January 18, 1965 in Madison County, TN to William Franklin Carroll, Sr. He was a member of West Jackson Baptist Church.
He is survived by his father and stepmother, William and Betty Flanagan Carroll; his brothers, Stephen Carroll of Savannah, TN, Michael Carroll of Savannah, TN; his sister, Melissa Chunn of Alido, TX; stepbrother, Tim Flanagan of Jackson, TN and stepsister, Christy Edwards of Selmer, TN.
A graveside service for Billy will be held at 10 am on Tuesday, July 5, 2022 at Friendship Cemetery in Chester County.
