Carleen Nettles Finegan

She retired from the City of Jacksonville in 1997 after 26 years of service. She met the love of her life Billy Gene Finegan in 1972, and they were married on July 6, 1981. Carleen and Bill loved to travel. They enjoyed their home in the Florida Keys and in Satsuma Florida. She loved fishing and was a very creative crafter. She loved spending time with her grandchildren. Carleen was loving wife, mother and grandmother. Carleen will be deeply missed by her family and friends.

She is preceded in death by her son Robert Lee Miller Jr., and brothers Arthur Donald Nettles and Michael Lee Nettles. She is survived by her loving husband Billy Gene Finegan; children Wanda Williams, Sandra Finegan, Dana Chase (David Chase), Robin Rogers(George Gibbs Jr.) and Richard Miller (Holly Allen); grandchildren Tommy Hutchinson, Betty Layton, Melvin Hutchinson, Selena Hutchinson, Timothy Kelle (Jenny Kelle) Joshua Kelle (Angel Kelle), David Kelle, Crystal Hall (Rodney Hall), Joe Carl Rogers III, Arthur Rogers (Bianca Rogers), Carl Raulerson (Crystal Owens); and many great grandchildren, many loving nieces and nephews and Carl Rogers Jr. (Diane Rogers), who has been like a son.

A visitation will be held on March 24, 2026, from 12:00PM to 1:00PM with the funeral service starting at 1:00PM at Corey Kerlin Funeral Home located at 940 Cesery Blvd. Jacksonville, Fl 32211. The committal service will take place at Evergreen Cemetery, 4535 Main St. Jacksonville, Fl 32206, Gate 5.
