

Elaine graduated from Thomas Jefferson High School and, in her younger years, had a deep love for dance. She later shared that passion by teaching at the Buddy Sherwood Dance Studio, inspiring many through her talent.
A devoted member of Arlington United Methodist Church, Elaine faithfully served her church community for decades. She worked as the administrative secretary for 25 years and, following her retirement, continued her service as a wedding coordinator and in various other roles. She was also a board member of the United Methodist Women and an active member of the Sunshine Circle and the Homebuilders Class.
Elaine was deeply involved in her community. She served on the board of the Arlington Women’s Club for many years, including terms as president from 2003–2005 and again from 2007–2009. In addition, she volunteered with the American Cancer Society and the Wolfson Children’s Hospital Auxiliary in Jacksonville.
She is survived by her beloved husband of 67 years, Marvin Bailey; her children, Melanie Stewart (Ben) of St. Augustine, Florida, Candace Blaquiere (Chris) of Jacksonville, Florida, Brad Bailey (Elizabeth) of Jacksonville, Florida, and Kenneth Bailey (Carrie) of Jacksonville, Florida; her grandchildren, Chance Stewart (Sarah), Laine Wolff (Matthew), Kylie Lowery (Curtis), Cameron Blaquiere (Jaclyn), Tyler Bailey (Ana), Katie Bailey, and Taylor Bailey; and eight great-grandchildren, whom she loved with all her heart.
Elaine will be remembered for her deep love of animals, her unwavering devotion to her family, her strong faith, and her lifelong commitment to serving others. Her gracious spirit and kindness left a lasting impact on all who knew her.
In lieu of flowers donations may be made to the American Cancer Society or Arlington United Methodist Church.
Elaine will be honored with a visitation at Arlington United Methodist Church, 1400 University Blvd N, Jacksonville, FL 32211, on April 20, 2026, from 9:30 am to 10:00 am, followed by a funeral service at the same location on April 20, 2026, at 10:00 am. A committal service will take place at Jacksonville National Cemetery, 4083 Lannie Rd, Jacksonville, FL 32218, on April 20, 2026, from 1:30 pm to 2:00 pm.
