

Owen was born on September 2, 1944 in Bainbridge, Georgia to Carolyn Wynn and Owen Eugene Phillips. He attended Terry Parker High School where he played varsity basketball as team captain and made second All City in basketball. He also ran track, high and low hurdles, and broke his own school record in the high hurdles, running at 15.7 second 120 yard hurdles. He attended college and played basketball at Asheville Biltmore College. He joined the Naval Air Reserves in May of 1965.
On January 14, 1967, he married the love of his life, Gayle Nash Wilson at Parkwood Baptist Church in Arlington. He and Gayle raised two daughters, Kimberly Phillips Moon and Kelly Phillips Webber. He had a career in banking and retired from Wells Fargo. He was a passionate Florida Gators fan and had season tickets for over 20 years. He also received his pilot license and loved to go sailing with his family. He was the proudest of his wife, whom he was married to for 54 years. He was also very proud of his two daughters and his grandchildren, Carson Nash Webber, Morgan Kimberly Moon, and Emerson Taylor Webber.
Owen was preceded in death by his father, Eugene and his mother, Carolyn. He is survived by his wife Gayle, his two children Kimberly (Brandon) and Kelly (Chris), grandchildren, Carson, Morgan and Emerson, and his sister Donna Castner (Mike) and nephews Pearson and Taylan.
A graveside service will be held on Thursday, March 25, 2021 at 11:00am at Hardage-Giddens Oaklawn Cemetery, 4801 San Jose Blvd., Jacksonville, FL 32207
