Mr. Hughes was my mentor, friend, and one of the kindest men I have ever known. He was a firm taskmaster but a compassionate one.  One of the best lessons he taught me was to do the right thing and to have integrity.  Heaven has gained a warm, considerate man with a big heart who loved his family, his staff and his country.  Bless you Mr. Hughes.

Mr Hughes Interviewed and hired me in 1970.  His logic,compassion and wisdom inspired  a generation  of parole  officers. It was  a privilege  to be associated with a leader who did the right thing for the right reason.  I will miss him.

Compassionate, insightful and knowledgeable, Richard was a friend, a mentor, and a leader at a time when such attributes were sorely needed.  Godspeed my friend.
