

Sammy (Sam) Edward Mousa, age 72, passed away peacefully on January 22, 2025, surrounded by his family. Sam was born in Corpus Christi, Texas on September 18, 1952, to his parents, the late Easa John Mousa and Farida Easa Mousa.
Sam moved to Jacksonville, Florida at the age of 18. He studied at Florida Junior College and graduated from the University of Florida College of Engineering in 1976. Upon graduation, Sam married his loving and devoted wife of 47 years, Sandy. Together they raised three children, and watched as their family grew to welcome their children’s spouses, and six grandchildren.
Sam’s stellar professional career spanned across 6 decades between the public and private sectors. He began as a structural engineer with Flood & Associates Engineering, where he designed a variety of infrastructure projects across the Southeastern US. Sam left the private sector to join the City of Jacksonville in 1987 as a Project Engineer. Sam’s work ethic and drive were quickly noticed, resulting in a promotion to City Engineer within a year thereafter. In 1991, he was promoted to serve as Director of Public Works. Sam continued in that role until being promoted to Deputy Chief Administrative Officer and ultimately Chief Administrative Officer, where he served until 2003. He then returned to the private sector, to work for J.B. Coxwell Contracting, Inc. and JBC Planning and Engineering. After 12 years in the private sector, Sam was invited back to City Hall, once again, as Chief Administrative Officer, until his retirement in 2019. In total, Sam was proud to be a part of five Jacksonville Mayoral administrations.
Since 2019, Sam enjoyed a slower-paced professional life as a part-time consultant and a full-time grandfather. He had a career filled with more honors, awards, and tributes than one could possibly summarize. To top off an incredible professional life, Sam was honored and excited to serve on the Florida Board of Professional Engineers as an appointee of Governor Ron DeSantis since 2023.
Sam’s fingerprints are scattered throughout Jacksonville in the form of physical places that he helped bring to life through one of his many roles in government or as a consultant: EverBank Stadium; the Veterans Memorial Arena; the Baseball Grounds of Jacksonville; the Duval County Courthouse; libraries; parks; roads; bridges; fire stations – all of which represented the fruits of his labor for the City he loved.
Sam was a lifelong member of the Ramallah American Club of Jacksonville where he previously served as President. He was a parishioner of St. George Antiochian Orthodox Church where he previously served as Parish Council President. He was an avid Gator Fan in all things University of Florida, the Jaguars as an inaugural season ticket holder; and whatever team or activity his grandkids were involved in from dance recitals to little leagues.
Sam is predeceased by his parents, his sister Naheel, and his brothers, Jack and Freddie.
He is survived by his wife, Sandy; his three children, Nick (Kara), Amanda (Phillip), and Robert (Cassie); his six grandchildren, Buddy, Joseph, Victor, Samantha, Lilia, and Frank; his sisters Leila and Jeanette (Isam); and brothers John (Joanne) and Jimmy (Howaida); and his sisters-in-law Rima and Abla; and numerous nieces, nephews, and cousins.
The family will hold a visitation on Tuesday, January 28, 2025 from 4pm to 6pm followed by a Trisagion Prayer Service. A second visitation will be held on Wednesday, January 29, 2025 from 9am to 10am, with a funeral service presided over by V. Rev. Archpriest Dr. Fr. Kamal Al-Rahil. at 10am. All visitation and funeral services will be held at St. George Antiochian Orthodox Church, 6300 Bowden Road, Jacksonville 32216. A graveside committal will be held at Oaklawn Cemetery, 4801 San Jose Boulevard Jacksonville 32207 immediately following the funeral service.
