He lived at different times in Virginia, Pennsylvania andFlorida.! !He worked in construction and sheet metal and had a passion for his work. He was happiest atthe beach or cooking out on the grill with friends and family.! !Billy is survived by his mother Hope Moseley, his father William Ruffin, his fiancé Eliane Vitoria,his grandmother Joy Hunter, his step-father Les Moseley, brothers Chris and AdamFinkenbinder and many other friends and family. He was preceded in death by his lovinggrandmother Joy Lance! !Memorial Services will be held: October 10, 2015 @ 2:00pm at Portsmouth Christian Church:3150 Detroit St, Portsmouth, VA.! !In lieu of flowers, the family asks that you call a loved one and tell them of your love.
