She is preceded in death by her husband Tom Whaley and daughter Rosemary Whaley Gurganus.
Elsie is survived by her brother Andrew Hugh Humphrey (Christine) of Greenville, NC, sister Yvonne Humphrey of Ayden, NC, and numerous cousins.
A service for Elsie will be held at Johnson Funeral Home of Jacksonville on Friday at 2:00 PM with Pastor Jimmy Horne officiating. Visitation will take place prior to the service at 1:00 PM. Burial will follow the service at the Whaley family cemetery off Cow Horn Rd.
