She was born on July 23, 1930 to Clarence and Elizabeth Young Virgin in Clarksville.
She was a 1948 graduate of Jefferson High School.
On March 31, 1951, Joan married Ronald Steinmiller who preceded her in death on December 26, 1966.
She worked for the Jefferson-Morgan School District as a cafeteria worker until the age of 82.
She was a member of the American Legion Auxiliary, as well as the Jefferson Volunteer Fire Company Auxiliary. Joan spent her life caring for others. Family meant everything to her and she never met a stranger. She enjoyed cooking and baking, especially pies, working in her flower garden and sitting on her front porch with family and friends.
Joan is survived by her children, Debbie (Gary) White of Carmichaels, Pam (Michael) Ozohonish and Kim (Chuck) Behm of Rices Landing, and Ronnie (Tracy) Steinmiller of Waddy, Kentucky. Also surviving are two sisters, Judy Virgin, Cindy (Carl) Stewart and a brother, Ron Virgin, all of Ohio; two sisters-in-law, Carol Ritchey of Coraopolis and Agatha Virgin of Ohio; 10 grandchildren - Monica Haky, Stacey (Matt) White-Welker, Michael (Kristen) Ozohonish, Allison (Damian) Kemmere, Ryan (Julia) White, David (Kristin) Behm, Adam (Bobby Meyer) Behm, Ashley (David) Gregg, Hunter and Dylan Steinmiller. She is also survived by several great grandchildren, Ethan, Harper and Elaina Welker, Alan (MacKenzie) Cooley, Savannah, Finley and Ronin Kramer, Claire, Chloe and Conor Kemmere, Noah Behm, Alice, Everett and Maren Gregg and Addison White, Gunnar, Kennedy, Charlotte, and Lincoln Ozohonish; and two great-great grandchildren, Colsen and Ellie Cooley, as well as several nieces and nephews.
In addition to husband and parents, she was preceded in death by five brothers, Robert, Clarence, William, James, and Carl; six sisters, Jean Policz, Marilyn Dillinger, Lois Eaton, Carol Wells, Ruth Virgin, and Nancy Gray.

Family and friends will be received on Monday, June 23, 2025, from 2 pm to 4 pm and 6 pm to 8 pm, at the Behm Funeral Home, 1477 Jefferson Rd., Jefferson, PA 15344, where services will be held on Tuesday, June 24, 2025 at 11:00 am with Pastor Vann Walchock officiating.
