
Judge Hopkins was born on October 9, 1924 in Johnston, RI. He was the son of Harry Hopkins, Jr. and Elizabeth G. Baxter Hopkins.
He is survived by his wife Patricia, and children James E. Hopkins Jr. of St. Louis, MO, and Peggy Hopkins (Christopher Garrett) of Beaufort, SC; his brother Henry Hopkins (Evelyn) of Hendersonville, NC; and sisters Mary Murphy of Warwick, RI; Elizabeth Cummings (Vincent) of Boca Raton, FL; four stepchildren, Cheryl Fox of Northhampton, MA; Patrice Nowak (Garry) and Richard Fox of Ruttland, MA; Lee Baragona of Huntsville, AL; as well as one grandchild, Jillian Nowak.
Judge Hopkins attended Providence College in Providence, RI, and received his law degree from St. Louis University in St. Louis, MO in 1951. Judge Hopkins served in the U.S. Army during WWII and received the Purple Heart for wounds he sustained at the Battle of the Bulge in December, 1944. Judge Hopkins practiced law in Providence, RI for five years and then moved to Washington, D.C. where he worked as an attorney at the Interstate Commerce Commission until 1967 when he became an administrative law judge. He served as Assistant Chief Administrative Law Judge of the I.C.C. from 1970 until his retirement in 1986. Mr. Hopkins was a resident of south Florida for the last 20 years. At the time of his death Judge Hopkins was a member of St. Patrick's Parish in Palm Beach Gardens.
A Memorial Mass will be held on Monday, November 8, at 10:00 AM at St. Patrick's Church.
