

He was born on January 16, 1930, in Kansas City, Kansas, to Charles and Esther Harvey, who preceded him in death.
Captain Harvey lived a life defined by service, dedication, and achievement. He first answered the call to serve his country during the Korean War, entering the United States Navy as a White Hat electrician. After returning home to Kansas City, Kansas, he met Darlyne Davis, whom he married. Together, they later moved to Wichita, Kansas, where he began his law enforcement career with the Wichita Police Department. During this time, they welcomed two sons, Mark and Scott Harvey.
He went on to join the Bureau of Alcohol, Tobacco, and Firearms (ATF), where he built a distinguished career as a Special Agent. Known for his courage and commitment, he spent years working undercover in organized crime investigations. Over the course of 25 years, his career took him to different parts of the country, ultimately leading him to serve as Special Agent in Charge of the Kansas City division.
In addition to his civilian career, Captain Harvey continued his military service in the United States Navy Reserve, rising through the ranks to become a Captain—a title and achievement of which he was especially proud.
Following his retirement from both the ATF and the Navy, he pursued a lifelong goal by earning his law degree from Seton Hall Law School and went on to practice law in Kansas.
Beyond his professional accomplishments, Captain Harvey enjoyed a rich and active life. He was passionate about riding motorcycles and was a proud member of the Blue Knights and the JOW. His dedication to service and fellowship was also reflected in his involvement with numerous organizations, including the Military Officers Association of America (MOAA), the Navy League, the American Legion, the Ararat Shrine, and the Royal Order of Jesters.
He is survived by his loving wife, Glenna Harvey; his son, Mark Harvey; two grandsons, Christopher Harvey and Daniel Harvey, and their wives; and five great-grandchildren. He was preceded in death by his parents; his first wife, Darlyne Harvey, the mother of his two sons; and his son, Scott Harvey.
Captain Harvey will be remembered for his unwavering commitment to his country, his distinguished career in law enforcement, and the deep love he held for his family. His legacy of service, strength, and integrity will live on in all who knew him.
Visitation will be held at Chapel Hill - Butler FH, 701 North 94th Street, Kansas City, KS 66112, US, on June 15, 2026, from 1:00 pm to 2:00 pm.
A Military graveside service will be held at Chapel Hill Memorial Gardens, 701 North 94th Street, Kansas City, KS 66112, US, on June 15, 2026, at 2:00 pm.
