

LTC (Ret) CLEBURNE LEE WEBB Jr., age 77, of Kansas City, Missouri passed away peacefully on Sunday, June 5, 2022. He was known as CL to his family & friends. CL was born November 1, 1944 in Marlow, Oklahoma to Cleburne & Leona (Smith) Webb. CL's early years were spent in Marlow where he graduated from High school in 1963.
At 8yrs old, CL wanted to become a Cub Scout. His family was unable to afford it, so he earned the money for his uniform and Scout activities by working any job he could get. Scouting was a big part of his life from Cub Scout, Scout, Scoutmaster and numerous other Scout Leader positions. He earned his Eagle Scout as a young man, Silver Beaver Award and Order of the Arrow Vigil Honors as an adult. He spent over 65yrs in Scouting and greatly impacted the lives of many young men.
CL attended Cameron University in Lawton, OK and Oklahoma State University in Stillwater, OK. CL completed his Bachelor's degree at Phillips University in Enid, OK and his Master's Degree at Rider College in Lawrenceville, NJ. He was a member of Alpha Phi Omega, a service fraternity. He met his wife Kathy at OSU in 1968 and were married for 54 years. They have 4 sons (Joseph, Jeffery, Jonathan & Joshua).
CL joined the Army in 1968 and served at Ft Sill, OK (3 times), Ft Bragg, NC, South Korea, West Germany, Enid, OK, New Jersey, Ft Riley, KS & Ft Leavenworth, KS. In 1974, he had a break in Active Duty but remained in the U.S. National Guard. During this time, he served as a letter carrier with the United States Postal Service and also continued his military training...graduating from the Command & General Staff College in Ft Leavenworth, KS. In 1981, he went back on Active Duty and taught Reserve Officer Training Corps (ROTC) at Rider College in Lawrenceville, NJ. He continued on Active Duty until he retired from the military in 1993 as a Lieutenant Colonel (LTC) with 25+ years of service.
After retiring from the Army, CL started working for the Unified Government of Wyandotte County, KS in the Emergency Management Dept (just in time for the 1993 flood). During this time, he earned the Kansas Certified Emergency Manager and FEMA Certified Emergency Manager credentials. CL was instrumental in getting legislation passed in Kansas & Missouri to construct tornado shelters at Boy Scout Camps throughout both states. He retired from Emergency Management after 17 years of service. He was only retired a few years when he decided to reenter the workforce. He went back to work in the Unified Government at the Health Department where he worked another 4yrs.
CL loved God, Church activities, music, sports (Chiefs, Royals & OSU), old westerns and war movies. He loved his family so much and it showed. He was a wonderful husband, father, grandpa (Papa), uncle & friend. He always loved spending time with family and attending the grandkids' activities.
CL was a member of Lenexa Baptist Church. Other memberships include Lion's Club, American Legion, VFW and the Gideon's. He spent his entire life in public service...volunteering at Church's for kids and youth programs, Trail Life and Scouts.
CL is survived by his wife Kathy, four sons (Joseph & wife Jennifer of St Petersburg, FL; Jeffery & wife Emily of Shawnee, KS; Jonathan of El Paso, TX and Joshua of North Kansas City, MO), six grandchildren (Keegan & wife Anna Claire of El Paso, TX; Gideon & wife Abbey of Bonner Springs, KS; Lucy, Damaris & fiancé Luke & Caleb all of Shawnee, KS and Anastasia of Kansas City, KS); 2 sisters (Martha Webb of Denton, TX & Nona Chumley of Dallas, TX); father-in-law Gene Holdeman of Laverne, OK, 2 sister-in-law's (Joyce Holdeman of Laverne, OK and Mary Ingram of Enid, OK); brother-in-law Mark Holdeman and wife Lindsay of Frisco, TX and numerous nieces & nephews.
CL was preceded in death by his grandparents, parents, brother Bill Webb, mother-in-law Wanda Holdeman, 4 bother-in-laws (Gary Holdeman, Roger Thomas, Everett Ingram and Paul Holdeman); sister-in-law Virginia Thomas & 2 great-nieces (Andrea Hollister & Sarah Cronister).
